Palo Alto Neighborhood Seeks Ban On Sleeping In Cars

PALO ALTO -- Residents of Palo Alto's College Terrace neighborhood are circulating a petition seeking a city ordinance that would ban sleeping in cars.The city does not have a law banning overnight sleeping in vehicles and some residents said they have had enough."An excess of seven to eight on one street and a couple on another street, so you might have as many as ten or 15 vehicles in this neighborhood," said resident Henry Gross.Palo Alto Police said there have been no incidents reported in the College Terrace neighborhood.Residents told KTVU it was only a matter of time."When you see a car that is there that doesn't belong to any of the neighbors it's an uncomfortable feeling," said Nancy Gross, "also as taxpayers you wonder why we can be here and pay our taxes and then others can just park on the street and live in a car."There are some people in College Terrace who want to be good neighbors."Why are certain people homeless? Why are they sleeping on the streets and not part of the normal functioning of society," said business owner Asseem Das, "so obviously they have some issues, whether it's mental issues or other social issues but they are part of our society, so we need to take care of them some how."The city does have a law limiting parking in one spot for 72 hours.In College Terrace, there is a parking limit of two hours during the day unless the driver has a permit.The parking issue is on the mind of the city."My understanding is that several other cities have ordinances prohibiting living on the streets, so we will be definitely looking at that as an option," said City Planning Director Curtis Williams.None of people camping overnight on the street would comment on the potential ban.
